The Department of Health has a legacy case management system, named the Client Service Delivery System (CSDS)
which captures and manages client information for services provided by Mental Health and Addictions, and Public
Health staff.
2. SERVICES SOUGHT
Service New Brunswick is seeking an experienced CA GEN Programmer/Programmer Analyst to join its dynamic team
focused on development, deployment and maintenance of the Client Service Delivery System (CSDS) application. This
position is within SNB’s Technology Services Division – Health Application Services, supporting the Department of
Health in Fredericton, New Brunswick.
The work will comprise a mixture of steady state and project based efforts including, but not limited to, system
operation, user support, third party software upgrades, fixing errors in the systems, adding new features, and
reprogramming sections of the systems for efficiency or security.
The work and services required of the contractor shall be to serve as a Programmer/Programmer Analyst for Service
New Brunswick. The resource will report to the Manager, Provincial Health Application Services, who will provide
leadership and supervision regarding overall duties and work assignments.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work
during non-business hours must be approved in advance.
The Language of Work is English.
The Language of Service is English.
The successful proponent will be expected to produce the deliverables described in Section 11.
SNB will only consider proposals identifying one candidate to fill the requested role. If bidding multiple candidates,
they MUST be submitted as separate proposals.

in the Vendor’s response, we reserve the right to disqualify the Vendor’s response from further consideration or
negatively impact the scoring for Section 4.
If SNB is unable to reach the reference(s) provided, or if references are not provided with the response, SNB reserves
the right to disqualify the Vendor’s response from further consideration.
SNB reserves the right to contact references other than those provided, who are familiar with the work of the
Vendor.
7. REPORTING STRUCTURE
The successful candidate will report to the Manager, Provincial Health Application Services
8. DURATION/EFFORT
The successful candidate will be required on a full time basis (7.25 hours per day) for a period of a maximum of 248
working days, commencing May 20, 2025 and ending April 30, 2026.
SNB reserves the right to truncate the engagement, as needed.
SNB may extend the engagement, monetarily, by 25% or 6 months, whichever is reached first, if it deems necessary.
9. WORK LOCATION AND TRAVEL
The successful candidate is required onsite for the duration of the engagement with SNB at HSBC Place, 520 King
Street, Fredericton, NB, or remotely as required (and only at the clients request and consent). SNB will provide office
space with access to pertinent information and resources for the duration of the engagement.
Travel outside the city of Fredericton is not expected. If the candidate is based outside the Fredericton region, it is the
vendor’s responsibility to pay for the employee’s travel to and from their place of business (or home) and the
Fredericton area. Additionally, the vendor will not charge SNB for employee travel time or expenses.

SNB will provide technology devices as required to complete the services requested in this Statement of Work.
11. DELIVERABLES
The successful candidate must deliver the following in order to successfully complete the engagement:
Activities include but are not limited to the following:
Maintain the CSDS application by evaluating client needs;
Maintain PL/SQL packages CSDS by adding new functionality or fixing exiting bugs;
Maintain a JAVA application;
Conduct unit, functional and regression testing;
Update functional specification;
Develop SQL queries, views, stored procedures and triggers.
Participate in the user experience/interface design of the CSDS application.
Participate in the system analysis, design, development, implementation, integration, and configuration of
CSDS application.
Ensure that secure application design and coding requirements are being met for ongoing release
maintenance and support.
Complete all assigned design and development tasks.
Support ongoing performance improvements of the applications when required.
Support and contribute to practices adopted by the CSDS team.
Create and maintain technical designs.
Perform code testing and document test cases.
Other duties and tasks as assigned.

13. CONFLICT OF INTEREST
Candidates are requested to complete and return the attached Conflict of Interest form (see Appendix A) with their
submission.
The Province may disqualify a proponent for any conduct, situation or circumstance, determined by the Province, in
its sole and absolute discretion, to constitute a Conflict of Interest.
For the purposes of this SOW, the term “Conflict of Interest” includes, but is not limited to, any situation or
circumstance where:
(a) in relation to the Tender process, the proponent has an unfair advantage or engages in conduct, directly or
indirectly, that may give it an unfair advantage, including but not limited to (i) having, or having access to,
confidential information of the Province in the preparation of its proposal that is not available to other
proponents, (ii) communicating with any person with a view to influencing preferred treatment in the Tender
process (including but not limited to the lobbying of decision makers involved in the Tender process), or (iii)
engaging in conduct that compromises, or could be seen to compromise, the integrity of the open and
competitive Tender process or render that process non-competitive or unfair; or
(b) in relation to the performance of its contractual obligations under an agreement for the Deliverables, the
proponent’s other commitments, relationships or financial interests (i) could, or could be seen to, exercise an
improper influence over the objective, unbiased and impartial exercise of its independent judgement, or (ii)
could, or could be seen to, compromise, impair or be incompatible with the effective performance of its
contractual obligations.
Proponents should disclose the names and all pertinent details of all individuals (employees, advisers, or individuals
acting in any other capacity) who participated in the preparation of the proposal; AND were employees of the
Province within twelve (12) months prior to the Submission Deadline.
